Auburn City Council Meeting Re-Cap: December 2, 2019

The Auburn City Council held their bi-weekly regular City Council Meeting on Monday, December 2nd at 7:00pm. Councilmembers Baggett, Trout-Manuel, and Brown were excused from the meeting.  (Full Livestream Video)

Appointments
The council began with reappointments. All appointees will serve a new three-year term to expire on December 31, 2022. The council approved Deanna Clark to the Airport Advisory, Greg Watson to the Arts Commission, Bob Fraser and Christian Faltenberger to the Lodging Tax Advisory Committee, Ronnie Roberts and Malia Dale to the Tourism Board, Giovanni DiQuattro to the Business Improvement Area Rate Payer Committee, Warren Olson, Robert Rakos, and Judi Roland to the Cemetery Board, Barbara Derda to the Human Services Committee, Lisa Russel and Bailey Stober to the Parks & Recreation Board, Joan Mason to the Planning Commission, Ronnie Beyersdorf to the Salary Commission, Dennis Grad to the Transportation Advisory Board, and James Tourangeau and Brooksie Hall to the Urban Tree Board. Public Hearings

Next, the council held two public hearings. The first hearing was for the Mid- Biennial Review and Modification for the 2019-2020 Biennial Budget. Two people spoke during this hearing, one relating to the city “not being prepared” for a large-scale natural disaster like an earthquake and should outsource staff to reduce the budget.  Another citizen spoke, opining that the city doesn’t pay attention to the budget and stating if they were on council they would vote no on any amendments . Audience Participation
After the public hearings was audience participation.  This is the place on the agenda where the public is invited to speak to the City Council on any issue. One resident came to again say that walls on his neighbor’s lot are, in his opinion, at risk of falling and are, in his opinion, a code violation that needs to be addressed by the city. A YMCA representative took time to give a quick update on the Nexus Youth and Families expansion. The final person to speak addressed council, thanking Deputy Mayor Bill Peloza and Councilmember Largo Wales for their service on the council.  (click here for video)

Committee Reports and Consent Agenda
After that, the Finance Committee gave their report which detailed Payroll Vouchers in the amount of $2,801,113.31 and Claims Vouchers in the amount of $1,804,885.50.

Council then went to the Consent Agenda, which passed 4-0. The consent agenda consists of routine items that are enacted by a single motion. This meeting’s consent agenda contained the minutes of the November 18th Regular City Council Meeting, the Payroll Vouchers, the Claims Vouchers, and the 2020 Annual On-Call Agreements. Ordinances

The council then moved on to Ordinances. All Ordinances passed 4-0. The first Ordinance was Ordinance No. 6746 which adopts the 2019 Annual Comprehensive Plan Map and Text Amendments. Next was Ordinance No. 6745, which updates school impact fees and amends related Auburn city code. After that was Ordinance No. 6749 which removes administrative fees from city code and lets them be put into the Master Fee Schedule. Both Ordinance No. 6751 and  Ordinance No. 6752 address authorize amendments to the City of Auburn 2019-2020 budget.  The last Ordinance was Ordinance No. 6753, which makes drug crimes consistent with State Law and amending City Code related to drug crimes. Resolutions
With all ordinances passed, the council moved to Resolutions.  All Resolutions on the agenda passed 4-0.  The first Resolution was Resolution No. 5463, which has to with Auburn Municipal Airport land leases relating to the 2020 fair market value. Next was Resolution No. 5470 which amends the 2020 Fee Schedule, putting the administrative fees into the Master Fee Schedule. Then Resolution No. 5472 came up, which endorses the 2020 VRFA Fee Schedule. After that was Resolution No. 5473, which names two public parks in the Edgeview Development in the City of Auburn. The last Resolution was Resolution No. 5474, which endorses the Sound Cities Association 2020 Legislative Agenda. (watch video here)

Mayor and Council Reports
Lastly was Mayor and Council Reports. The first one up was Deputy Mayor Peloza, who talked about attending an Eagle Scout Court of Honor for David Anderson of Auburn Scout Troop 401, who has recently received his Eagle Rank.  Eagle Scout is the highest rank you can achieve in Scouts. He congratulated Anderson on this high achievement. Councilmember DaCorsi then gave his report, where he talked about King County Metro and their system evaluation report. The final person to give a report was Mayor Backus, who reminded everyone about the Santa Parade, which was on December 7th at 4;30pm. Councilmembers Wales and Holman had no report. The meeting was then adjourned.

December 9 Study Session
Tonight is the only study session for the month of December.  Some of the agenda items are presentations related to city code updates relating to restraint and registration of Potentially Dangerous Dogs, as well as for property maintenance, and amending Auburn city code.  A presentation on business license regulation and inspections.  There will be discussions regarding providing a letter of support for the King County Metro’s Renton-Kent-Auburn Mobility Plan and the RapidRide I Line.  The council will also discuss the process for electing the deputy mayor.
