Washington’s Lt. Governor

“The position of Lieutenant Governor is unlike any other in Washington state government, in that its duties fall within both the Executive and Legislative branches. While elected independently from the Governor, the Lieutenant Governor becomes the Acting Governor whenever the Governor leaves the state or is otherwise unable to serve. The Lieutenant Governor also functions as President of the State Senate and, as such, is the lead parliamentarian of that body and helps determine which legislation advances to the Senate floor for debate.

In addition to these specific responsibilities as set out by the state’s Constitution, a number of additional duties for the position are assigned by statute. As with any elected official, there is flexibility within the position for the incumbent to establish his or her own initiatives in matters of policy, governance or overall objectives of the office holder.” Read More

Statement
“A United Washington.” It is time to ensure real representation for everyone. As a true representative for all, I will work hard to unite folks; Democrat, Republican, Libertarian, or Independent. We are all in this together. Let’s take our state back from misrepresentation and corruption.

I wholeheartedly vow to fight for you and to be everyone’s representative. I will focus on issues that matter to each of us. Let’s improve our quality of life. Let’s focus on reducing state taxes and increasing household incomes. Let’s focus on clean but also affordable energy.

Let’s focus on fixing our homelessness issues and reforming our family court system. Let’s focus on upholding our “Bill of Rights.” There is nothing “common sense” about giving up our rights. Let’s focus on election integrity reform and replacing fake representatives. These are just a few examples.

Unfortunately our state government as well as the state parties have been heavily infiltrated by fake representatives. There are also too many manipulated candidates. Sadly, some were even recruited to run against me. This is because I am your only liberty-minded Lt. Governor candidate. Help me to help us. Let’s fix it; people over party, liberty first, “A United Washington.”

Statement
My young children’s years of pointed questions about people living alongside our roads, clearly needing help, caused me to doubt and question our current politicians. Even to kids, it was obvious that something was wrong. I had worked in a UN refugee camp where people had lost everything, fleeing violence; yet, it was more hygienic and humane than my hometown. Unable to find plausible explanations and wanting better for Washington, I had to speak out.

Tone deaf measures coming out of Olympia are one-sided and unbalanced.  Current politicians throw money at problems first, asking questions later–this must stop.  They’ve been in power so long they’ve forgotten to listen to neighbors or manage their spending.  We cannot tax our way back to health from our current crisis. I’ll provide the critical check and balance we’ve lost, being a leader who seeks compassionate solutions while protecting taxpayers.

I will bring the fresh perspective direly needed in Olympia. We need a Lt. Governor fighting for families and businesses, not more of the same government approach.  Let’s get this right for our children’s tomorrow, as well as their today.

Statement
Washington State Senators and other Legislators will be treated fairly by me as Lt. Governor. Everyone wins. When ideas are shared and economic activity grows, then the public can prosper and have faith in the future. Quality government requires that respectful battles must take place.

In 1982, As Secretary General, I led a mock United Nations gathering of students representing over 185 Countries. We passed legislation that had not been accomplished for over ten years by other students. Part of success is respecting all kinds of people with different values and religious beliefs and getting them to agree on a common course.

The Lt. Governor is the Leader of the Senate and must convey a sense of harmony and calm to the members. Relaxed and happy people are civil to each other and work together on fixing serious problems like the coronavirus. I have Legal and formal education to do the job. I will stand behind legislation that protects children, improves education, improves environmental protection and makes good common sense. As a child, I went to the very accepting and loving First Christian Church near the Fair in Puyallup.

Statement
As the son of a carpenter and school lunch lady, I learned the importance of hard work, education, and opportunity for all. These values have guided my public service and advocacy for working people and the vulnerable. I’ll build on my record of proven leadership and break barriers as Washington’s first openly gay statewide executive.

The Lieutenant Governor’s most important job is serving as Senate President. As the only candidate who has served in the Senate, I’m uniquely positioned to get results. I’ve used my position as Majority Floor Leader to establish the most generous paid family leave program in the country, close big business tax loopholes, expand voting rights, protect reproductive healthcare, build light rail, and pass critical COVID-relief.

While Congress is mired in gridlock and special interest money, here in Washington we’ve taken bold action, often with bipartisan support. As Lieutenant Governor, I’ll keep fighting for inclusive economic recovery, universal healthcare, and quality education accessible to all.

Endorsements: Lieutenant Governor Cyrus Habib; Washington State Labor Council; Washington Conservation Voters; Alliance for Gun Responsibility; UFCW 21 (nurses and grocery workers); over 50 Senate and House colleagues; multiple Democratic organizations; hundreds of city, county, tribal and community leaders statewide.

Statement
The main duty of the Lieutenant Governor is to preside over the State Senate.

Since I am not a member of either the Republican or Democratic Parties, I am uniquely qualified to be the most practical and impartial ‘referee’ facilitating discussion in the State Senate. The best solutions are created through explanations from multiple perspectives. I will give voice to all sides of the issues.

As someone who hasn’t received donations from big money special interests, I am likewise best suited to carry out the duties of Rules Committee Chair. Only a ‘gatekeeper’ that isn’t beholden to those special interests can ensure the voice of the people is heard in the Senate.

While serving as our Lieutenant Governor, I will make sure legislation is openly debated and that bills are fair, clean, and on topic. I will seek ways to make the legislative process more accessible to the citizens. If you feel your elected representative is not listening, you can contact me directly. I am the Lieutenant Governor we all need, and I am asking for your support and your vote. Together, we can break partisan gridlock and keep the Senate on track serving the people of Washington.

Statement
Our state government has piled on draconian restrictions, many of us were completely broken, businesses in shambles, life dreams and hard work crushed, incredible unemployment, families ravaged by state government. Do you want more of the same?

Imagine a state where crime and homelessness are dealt with, where 10th through12th grade students transition to living wage jobs. Imagine transportation under control with a plan we can afford that solves mobility problems around our state, low taxes, fear of a state income tax is a bad memory of the past failed policies.

Now imagine a Lt. Governor that will stand up for you regardless if you are Republican, Democrat, or Independent. Imagine what it would be like to have control and a direct connection to voice your opinions. Imagine what it would be like to work toward the common goal of getting our states economy up and running so you and your family can prosper.

Imagine a time when your vote counts now more than ever. I believe I am the best candidate and with your vote I promise to serve diligently on your behalf. I humbly ask for your vote for Lieutenant Governor – thank you, Bill Penor

As your most experienced candidate for Lieutenant Governor, I bring 45 years of award winning achievement to this position (Joint Base Lewis McChord Civilian Hall of Fame recipient, National Wrestling Hall of Fame inductee, Washington State House of Representatives Veterans Legislator of the Year, Town of Steilacoom Citizen of the year and many more). My decisions are based on common sense conservatism, science based environmental stewardship, and the belief in local control of decisions and resources is usually best. People create jobs, not big government. I support the voter approved $30 vehicle tab fee initiative. I am actively supporting the repeal of Engrossed Substitute Senate Bill 5395, the K-12 Sex Education Law which was recently enacted by our state legislature. I oppose any proposed version of a state income tax. I am an active proponent of our bill of rights, especially our 1st and 2nd amendments. We need to continue to defend our property rights, a basic human right which makes our capitalist system work. I am a defender of Life, I am Pro Life. Property taxes are already too high. Statement
As we navigate the unprecedented challenges that lie ahead, it’s critical we have state leaders with the experience, competence and civility to guide our government on the path to a more prosperous future for all.

As a lifelong Washingtonian and Democrat,  I’ve served at every level of government and been committed to promoting values of a more fair and just economic system, a strong public education system, and a commitment to our environment to ensure generations to come will be able to enjoy the peerless natural beauty of our state.  I will continue to champion these causes while fulfilling the other duties constitutionally assigned as Lieutenant Governor.

With your continued trust, this office can ensure we don’t roll back the progress we have worked so hard for in Washington State. We have an opportunity to build a state that is better than it was before and not sacrifice our most vulnerable in the name of progress.

I’m honored by the numerous former and current elected state and community leaders, environmentalists, labor and business leaders, and so many other of our neighbors that have chosen to support our campaign and our vision for a better future. I ask for your support.
