Today’s vote makes it clear that if we are to undertake a sustained conflict, the President must first come to Congress for authorization. Ensuring the safety of the American people and our troops and diplomats abroad is one of my most important responsibilities.

Nothing in this resolution limits the ability of the United States to defend against imminent attacks or protect the lives of our service members and diplomats. The decision to go to war is a serious and sober one, and it is a decision no one person alone should make for the country. That’s why the Constitution gave this responsibility to Congress. I want to make sure the young men and women I represent are never sent into unnecessary conflict.”
