Auburn City Council Recap: April 6, 2020

The Auburn City Council held its Biweekly City Council Meeting on Monday, April 6, 2020. The meeting was called to order at 7:05 pm. Mayor Backus was present in Council Chambers, and all Councilmembers were present virtually. This meeting was held virtually and telephonically for the public.

NEW BUSINESS

First was an amendment to Council rules and procedures, which allows the City Council to meet virtually instead of in person. It passed 7-0 (watch)

ANNOUNCEMENTS, PROCLAMATIONS, AND PRESENTATIONS

After that was proclamations, the first of which was for Sexual Assault Awareness Month. It calls attention to the fact that sexual assault is widespread, and that we need to work together to prevent sexual assault. The second of which was for National Public Safety Telecommunicator week, which is Apr. 12-18. The Mayor said thank you to them and for the essential services they provide for our police and firefighters during this pandemic. (watch)

CITIZEN INPUT, PUBLIC HEARINGS, AND CORRESPONDENCE

Next was the Audience Participation of the agenda. One citizen submitted a written comment regarding concerns about city code, creating a hazard that they would present in the event of a massive earthquake. (watch)

COUNCIL AD HOC COMMITTEE REPORTS

After that was the Finance Ad Hoc Committee’s report. It detailed Payroll Vouchers of $2,671,803.34 and Claims Vouchers of $3,138,438.36. (watch)

CONSENT AGENDA

The Consent Agenda was next. It included Minutes of the March 12, 2020, and March 23, 2020, Special City Council Meeting, Minutes of the March 16, 2020, Regular City Council Meeting, Minutes of the March 23, 2020, and March 30, 2020 Study Session, Claims Vouchers, and Payroll Vouchers. The Consent Agenda passed 7-0. (watch)

ORDINANCES

Council then moved to Ordinances. First was Ordinance No. 6764, which has to deal with amending the 2019-2020 Biennial Budget. This amendment increases the budget by 5.9 million dollars and accounts for new capital projects and new programs. It passed 7-0. Next was Ordinance No. 6765, which amends chapters 3.10 and 3.12 of Auburn City Code relating to public contracting and purchasing. It passed 7-0. (watch)

RESOLUTIONS

After that was the Resolution portion of the agenda.  Resolution No. 5491 was first.  This resolution amends the agreement between the City of Auburn and the Auburn School District regarding law enforcement resources. More specifically, for the purchase of vehicles for School Resource Officers. It passed 7-0. Resolution No. 5505 was next, which would allow the City of Auburn to enter an interlocal agreement with the City of Algona for the water and sewer usage of properties along the Auburn/Algona boundary. It passed 7-0. (watch)

MAYOR AND COUNCILMEMBER REPORTS (watch)

Last was Mayor and Council Reports. First was Deputy Mayor DaCorsi. He talked about a meeting he attended virtually regarding low-income housing and the COVID-19 pandemic. He also spoke about a national webinar he attended regarding low-income housing.

Next was Councilmember Jeyaraj. He thanked all the essential services that are continuing to work during this pandemic.

After that was Councilmember Trout-Manuel, who talked a prayer that a church did for our City.

Councilmember Baggett was next. He talked about meetings he attended, both in person and virtually in Pierce County, concerning the COVID-19 pandemic. He was representing the citizens of Auburn who reside in Pierce County.

Councilmembers Brown, Mulenga, and Stearns had no report.

Mayor Backus’s report was last. She talked about the numerous meetings regarding the current pandemic. She thanked members of the Sound Cities Association and the Association of Washington Cities for their work through the pandemic. She also thanked every member of Team Auburn that is still working and all the businesses that are still open in Auburn.

The meeting was then adjourned.

The next City Council Study Session will be Monday, April 13, 2020.  Study Sessions begin at 5:30pm.  Per the Governor’s Emergency Proclamation 20-28, the City of Auburn is prohibited from holding an in-person meeting at this time. All meetings will be held virtually and telephonically.
